System level - administrator (can add new admins and root-level privileges)

Organization level - admin, may send press releases, standard org roles (secretary, treasurer etc)

Geography level - Geography Editor, may edit publications/reporter list

Org/geography level - Lead (exclusive), Second (exclusive), Contact (visible PoC), may search/edit members, may list members
